The AgriFutures Ginger Program aims to support a sustainable, growing and prosperous industry. The Program’s Research, Development & Extension (RD&E) Plan (2022-2027) identifies four key priorities areas focused on ensuring a continued premium for Australian ginger:
- High quality and sustainable production systems
- Market opportunities
- Technology and innovation
- Industry engagement
To support Priority 2, this Request for Quotation (RFQ) is seeking services to provide insights on the current purchasing and consumption trends of Australian ginger. The second objective will be to provide key messages for industry and recommended plans that are efficient but effective to drive the consumption of fresh ginger.

Background
The AgriFutures Ginger Program is committed to supporting a sustainable, growing and prosperous ginger industry supplying product of the highest quality, that is strongly sought after by discerning consumers in Australia and around the world.
To support the market growth of ginger consumption, the Program wishes to support the industry through identifying the key messaging and plans to increase market growth in a small competitive industry. Fundamentally, the project should investigate current preference and purchasing trends in relation to consumption and preferences (for example, appearance, taste or aroma) for culinary ginger.

AgriFutures Australia believes that the project should be completed within 18 months. If a longer timeframe is required, the respondent should provide a rationale.
Submitting an application
Applications for this Request for Quotation must be submitted online using the application in K2. Applicants are required to review the full Request for Quotation documentation before submitting a response.
Responses to the RFQ must present a detailed approach to the project objectives including at minimum:
- Identifying current purchasing and consumption trends of Australian ginger consumers
- Conducting or gathering market research into what matters most to consumers (i.e. to determine claim optimization) in preferences to (for example): usage, flavour, sensory attributes or perceived health benefits.
Responses must respect that the end users of the project deliverables will be an industry association with limited funds or growers through their buyers/market agents. Therefore the deliverables should focus on key messages for increasing consumption, with recommendations for an appropriate marketing plan in respect to available resourcing.
The response must include a project plan with SMART milestones that:
- Outline the steps to identify and gather the relevant market research
- Include consultation with the Australian Ginger Industry Association to understand their resourcing and capacity for driving increased consumption.
Project deliverables:
- Delivery of a market report in relation to the purchasing and use trends of fresh ginger, outlining the drivers and barriers to increased consumption. This market report can benchmark against a previous project funded by AgriFutures to demonstrate how the consumer market may have changed.
- Delivery of key messages and recommendations to industry for increasing consumption, with recommendations for an appropriate marketing plan in respect to available resourcing.
Respondent’s are expected to provide:
- A detailed project plan – including timelines, how the project will be conducted and how this will meet the requirements of the RFQ.
- A detailed budget – attachments may be included
- Examples of similar work the respondent has completed
- Capability and relevant experience
- Testimonials/references
The resultant Contract is expected to commence in November 2024.

Terms of reference
AgriFutures Australia uses standard form contracts and agreements for projects and research procured by AgriFutures Australia (please refer to https://agrifutures.com.au/contracts-and-agreements/). These contracts and agreements set out the terms on which AgriFutures Australia will engage successful applicants to carry out the project.
Applicants must be familiar with the contracts and agreements before submitting a response, and are advised to seek legal advice beforehand.
These contracts and agreements have been developed to reflect AgriFutures Australia’s statutory and other procurement responsibilities.
If you require any amendments to the standard agreement please complete the statement of non-compliance for each of the relevant clause. AgriFutures will then assess those requests.
Applicants will be taken to have agreed to all clauses in the Provider Agreement that are not referred to in a statement of non-compliance. The extent of any non-compliance will be a factor in AgriFutures Australia’s evaluation of the application.

What level of detail is required for the budget?
The only fields that need to be completed for the budget section are the budget table indicating the cash (direct) and in-kind (indirect) contributions to the project by financial year as well as any explanatory notes in the “Budget Detail” section. Further information such as a detailed budget and/or justification may be provided as an attachment and a reminder that cost and value for money is a component of the evaluation criteria against which applications will be evaluated.
Can you provide any guidance on the preferred duration (i.e. single or multi-year) of funding applications received via Request for Quote?
The outlined timeline is a guidance and not a specified rule on the duration of the project sought through this Request for Qute. However we do recommend that the project duration sits within the timeframe of the current AgriFutures Ginger RD&E Plan to ensure alignment against the document industry priorities. In addition, the Industry are keen for timely outcomes to take advantage of moving markets.
Where are the growth opportunities for the consumption of Ginger?
The Ginger Industry seeks to increase consumption and in turn increase the overall demand for fresh ginger. Consider the breadth of consumers across the supply chain (retailers, wholesalers, processor and home consumers) that could contribute to increasing the demand for ginger.
What are the previous AgriFutures studies done in this area?
AgriFutures has commissioned previous market studies into the preferences throughout the supply chain when it came to purchasing ginger. This study use face-to-face focus groups, semi structured interviews and online forums to understand the sentiment of consumers on what incentivises or disincentivised the consumption of fresh ginger. There are opportunities to expand on this previous work and find new avenues or messaging to increase consumption. Due to the market sensitivities in the ginger industry, the report is not publicly available and only available to ginger levy payers (and relevant researchers) upon written request.
Can you share more details about the primary audience for the outcomes?
The Australian ginger industry is a small but regionally specific industry concentrated in the southern parts of Queensland. As the production of ginger requires notable human and economic capital contribution, the industry is seeking innovative ways to increase the consumption in the absence of a large pool of monetary and human capital. Suitable outcomes will thoughtfully engage with industry to understand their capacity and priorities for this effort.
For the market study, what should the applicant consider in terms of scope, target and location?
The Ginger Industry is interested in Australia wide purchasing trends and consumer preferences around fresh ginger (that is ginger that has not been further processed). Consumer factors that drive the purchase of processed ginger over fresh ginger could be considered in the investigation of purchasing drivers and trends. The Ginger Program notes that as a majority of the fresh ginger enters retail supply, understanding the priorities of household consumers (i.e. the end users) would provide a representative picture of preferences around ginger consumption.
Do the outcomes from the project have to be specifically designed to target agricultural stakeholders.
As the project outcomes are designed to uplift fresh ginger consumption in general, the primary solutions/recommendations should not be restricted to specific demographics. A reminder to consider the capacity of the industry as outlined in RFQ document in designing the scope of the project.
