This publication reports on a varied and complex extension system which, in one way or another, addresses virtually all the issues facing the rice industry. The central tenet of the report is that the extension system will most beneficially be seen as having the primary purpose of building the capabilities of people in the industry to manage complexity and change in the operating environment. Conversations with many individuals and groups in the industry, and external observations, have yielded a series of proposals which offer the potential to further enhance those capabilities by drawing on the existing rich diversity of agencies.
