Summary

The Northern Rice Research, Development and Extension (RD&E) program was undertaken to address key constraints to extensive development of Australia’s northern rice industry. The program has looked at variety potential in delivering to market requirements; understanding likely agronomic, and pest and disease management; post-harvest grain handling; and grower engagement/adoption.
The Colere Group will provide AgriFutures with a detailed assessment of the success (or otherwise) of the investment in understanding the requirements for a successful rice industry in northern Australia. We bring an experienced team that understands the operating context of AgriFutures within the rice industry. Our team have previously undertaken review work for AgriFutures and have a deep understanding of Commonwealth and RDC investment in agricultural RD&E. This includes a thorough understanding of RD&E covering the whole value chain from genetics to technology adoption and cropping systems productivity.
Our approach to this review is built on the draft report framework as given in the methods. Our team will deliver the project through digital or phone engagement with AgriFutures and consulted stakeholders. We are focused on sourcing reference data from AgriFutures and the Project teams, the literature and our network. Given the timeframe for this project, we will work closely with AgriFutures to accurately define the stakeholder consultation process and the number of persons consulted.

Objective Summary

Provide AgriFutures Australia with an independent review and assessment of the performance of the projects in meeting the objectives of the Australian Governments investment. This includes the following:
1) Review all project documentation to gain a comprehensive understanding of the objectives and methodology of the Northern Rice Industry Grant.
2) Consult with all project personnel and key industry stakeholders in northern Australia, through an agreed methodology, to understand the outputs and outcomes from the four projects during the project.
3) Document the result of consultation and provide an assessment of the relevance and impact of outcomes from the four projects.
