AgriFutures Australia is seeking a qualified provider to deliver a comprehensive situational analysis of Australia’s AgVet chemical access system. The provider will consolidate existing evidence, map activities and relationships across the sector and produce a practical evidence base to guide future reform and collaboration.
Background
Access to agricultural and veterinary (AgVet) chemicals is essential to Australian agriculture. These products are critical tools that allow farmers, fishers and foresters to protect crops, safeguard animal health and welfare, maintain productivity and support environmental sustainability. They underpin food security, biosecurity and broader ecosystem health.
Despite their importance, access pathways have become increasingly as industry needs to evolve. The regulatory system and in particular the minor use permit process, faces both challenges and opportunities in responding to these shifts. Multiple reviews have highlighted areas where improved coordination or refinement could support more efficient access outcomes and this project aims to build the evidence bases needed to guide that future work. Improved access has the potential to enhance certainty for producers and industry bodies, strengthen innovation and support the sector to respond more effectively to evolving market and environmental pressures.
There is significant work already underway across stakeholders and this project offers a chance to bring that information together to support a more coordinated understanding. Government, RDCs, industry bodies and researchers have all engaged in work to address AgVet access barriers, but without a clear system level view of what already exists, where gaps remain and where reform efforts should be focused, the path to meaningful change has been unclear.
Intended Impact
This project will deliver independent, evidence-based insights that give stakeholders a clear and practical view of the AgVet chemical access landscape. It will support government, industry and researchers to:
- Identify where the regulatory system is misaligned with industry needs
- Understand where current projects, policies and initiatives overlap or leave critical gaps
- Coordinate more effectively to reduce duplication and target investment to areas of greatest need
- Provide a foundation for system wide reform and co design of solutions in Phase 2
Service requirements
AgriFutures Australia is seeking quotes from qualified providers to deliver a comprehensive situational analysis of Australia’s AgVet chemical access system. The project will consolidate existing evidence, map sector activities and relationships and produce a practical evidence base to guide future reform and collaboration.
The successful provider will undertake a desktop review of reports and reform initiatives, conduct a mapping exercise to visualise current and recent activities and compile a situational analysis report that identifies system strengths, barriers and opportunities. Engagement with AgriFutures and stakeholders will ensure outputs are accurate and structured for Phase 2 co-design.
Deliverables include an overview of past and current activities, a situational map of projects and stakeholders, a synthesis of key barriers and enablers and a gap analysis to inform future improvements.
Communication will involve targeted briefings for government and regulatory agencies and presentations to RDCs and industry bodies. The research will support policy and regulatory reform by aligning frameworks with industry needs, improve industry coordination by reducing duplication and targeting reforms and guide research and program alignment by clarifying priorities and gaps for future investment.

AgriFutures Australia uses standard form contracts and agreements for projects and research procured by AgriFutures Australia. These contracts and agreements set out the terms on which AgriFutures Australia will engage successful applicants to carry out the project.
Applicants must be familiar with the contracts and agreements before submitting a response and are advised to seek legal advice beforehand.
These contracts and agreements have been developed to reflect AgriFutures Australia’s statutory and other procurement responsibilities.
If you require any amendments to the standard agreement, please complete the statement of non-compliance for each of the relevant clause. AgriFutures will then assess those requests.
Applicants will be taken to have agreed to all clauses in the Research Agreement that are not referred to in a statement of non-compliance. The extent of any non-compliance will be a factor in AgriFutures Australia’s evaluation of the application.
