Background
In 2001 the Deer Industry Association of Australia (DIAA) developed the Deer Industry Farming Best Practice Manual (the BPM). The BPM was prepared for the Deer Farming Community with the aim of informing and building farmed deer industry capacity.
The BPM requires work to update the document to ensure it is consistent with Australian deer farming best practice and aligns with relevant Australian and state government regulations and legislation. It has potential to be used as an asset to demonstrate the industry is implementing world’s best practice deer framing that is profitable, productive and sustainable.
The scope for the new and enhanced BPM has been designed, developed and agreed with DIAA and key industry stakeholders. This work will build on the scope foundation and provide up to date, fit-for-purpose detail and content tailored specifically to the farmed deer industry.
The aim of this procurement opportunity is to deliver an updated and enhanced Deer Industry Farming Best Practice Manual in partnership with the DIAA. The main objectives of the BPM are to:
- Build capacity to grow a productive, profitable and sustainable farmed deer industry;
- Promote and raise awareness of the industry best practice and an asset to promote social license to current and potential domestic and export markets; and
- Inform government decision makers and broader Australian agriculture sectors that the Australian deer industry is implementing global best practice.
The new BPM will be based on the structure and scope developed and agreed with DIAA representatives and key stakeholders in 2024.That scope focusing on farmed deer covers a detailed description of deer farming (velvet, venison and mixed farming), deer welfare, facilities and infrastructure, people (safe work practices), sustainability, animal welfare, deer handling, deer characteristics and biology, work health and safety and regulatory requirements.
The BPM will have the capability to cater for the divergence of individual farm business management, with particular regard to species, seasonal conditions and geographic location.
The target audience will be deer farmers (large & small), governments, regulators and the general public.
It is expected that the successful organisation and lead personnel will have capacity to travel to rural and regional Australia (most likely Mt Gambier) to consult with DIAA representatives and relevant industry stakeholders.
Consultation and negotiation with DIAA representatives and key stakeholders will be required to achieve agreement on the final draft BPM contents to ensure it is fit-for-purpose.

Submitting an application
Applications for this Request for Quote must be submitted online using the application in K2.
Respondent’s will be expected to provide:
- A detailed project plan – including timelines, how the project will be conducted and how this will meet the requirements of the RFQ.
- A detailed budget – attachments may be included.
- Examples of similar work the respondent has completed.
- Capability and relevant experience.
The resultant Contract is expected to commence on 3 March 2025.
It is expected that a contract will be awarded based on how well a respondent addresses the objectives of the open tender. Selection will be based on the evaluation criteria. A detailed response will be beneficial. There is the opportunity to include additional attachments to support your application in K2.

Terms of Reference
AgriFutures Australia uses standard form contracts and agreements for projects and research procured by AgriFutures Australia (please refer to https://www.agrifutures.com.au/contracts-and-agreements/). These contracts and agreements set out the terms on which AgriFutures Australia will engage successful applicants to carry out the project.
Applicants must be familiar with the contracts and agreements before submitting a response, and are advised to seek legal advice beforehand.
These contracts and agreements have been developed to reflect AgriFutures Australia’s statutory and other procurement responsibilities.
If you require any amendments to the standard agreement please complete the statement of non-compliance for each of the relevant clause. AgriFutures will then assess those requests.
Applicants will be taken to have agreed to all clauses in the Service Provider Agreement that are not referred to in a statement of non-compliance. The extent of any non-compliance will be a factor in AgriFutures Australia’s evaluation of the application.
