Background
AgriFutures Australia’s Program research, development and extension (RD&E) Plans are key to guiding investment decisions and ensuring that investment remains industry demand driven. These RD&E Plans identify and balance RD&E priorities and outcomes to promote the productivity, profitability and sustainability of the industry.
The honey levy commenced in 1962 and has been utilised to invest in RD&E across the honey bee and pollination industry. The current AgriFutures Honey Bee & Pollination RD&E Plan (2020-2025) was developed by AgriFutures Australia, in consultation with industry stakeholders, to outline the AgriFutures Honey Bee & Pollination Program RD&E objectives until 2025.
AgriFutures Australia is seeking services to provide one or both of the following:
- Facilitation of scenario planning workshop to identify a range of future scenarios that are challenging, divergent, relevant and feasible for the honey bee and pollination industry, along with strategic options for each scenario.
- Development and writing of the AgriFutures Honey Bee & Pollination Program RD&E Plan 2026 – 2030 using the outcomes of the scenario planning activities.
Specific deliverables for each of the services are outlined in the full Request for Quote document below.
AgriFutures understands that the skills required to complete each of the services above are unique and specific. Therefore, AgriFutures invites quotes that address one or both of the services described. Applicants must clearly state which service/s their quote address. Applicants wishing to provide quotes for both services are encouraged to clearly outline activities and budget against each service.
Applicants are required to have a general understanding of the Australian honey bee & pollination industry RD&E needs. Similarly, the successful respondent will need to demonstrate an understanding of how the AgriFutures Honey Bee & Pollination Program operates, the current Program RD&E Plan, and the goals of AgriFutures Australia.

Submitting an application
Applications for this Request for Quote must be submitted online using the application in K2.
Respondent’s will be expected to provide:
- A detailed project plan – including timelines, how the project will be conducted and how this will meet the requirements of the RFQ. Addressing SMART (Specific, Measurable, Attainable, Relevant and Timebound) milestones aligned to the deliverables of the project.
- A detailed budget – attachments may be included.
- Examples of similar work the respondent has completed.
- Capability and relevant experience.
The resultant Contract is expected to commence prior to 30 April 2025.
It is expected that a contract will be awarded based on how well a respondent addresses the objectives of the open tender. Selection will be based on the evaluation criteria. A detailed response will be beneficial. There is the opportunity to include additional attachments with your application in K2 if necessary.

Terms of Reference
AgriFutures Australia uses standard form contracts and agreements for projects and research procured by AgriFutures Australia (please refer to https://www.agrifutures.com.au/contracts-and-agreements/). These contracts and agreements set out the terms on which AgriFutures Australia will engage successful applicants to carry out the project.
Applicants must be familiar with the contracts and agreements before submitting a response, and are advised to seek legal advice beforehand.
These contracts and agreements have been developed to reflect AgriFutures Australia’s statutory and other procurement responsibilities.
If you require any amendments to the standard agreement please complete the statement of non-compliance for each of the relevant clause. AgriFutures will then assess those requests.
Applicants will be taken to have agreed to all clauses in the Service Provider Agreement that are not referred to in a statement of non-compliance. The extent of any non-compliance will be a factor in AgriFutures Australia’s evaluation of the application.
