New and emerging industries are those Australian plant, animal or aquatic production industries with high growth potential that do not currently pay a levy to the Department of Agriculture, Fisheries and Forestry, which disburses agricultural levies and charges on behalf of Australia’s primary industries. Developing a proposal for a new levy is a relatively long and detailed process, and is unique to each individual industry. Hence, one single model is not effective. The introduction of a levy for an industry also has both short and long-term implications that need to be fully examined by all stakeholders prior to deciding whether to proceed.
AgriFutures Australia commissioned this guide to assist those industries considering establishing an agricultural research, development and extension (RD&E) levy. It describes the steps that need to be taken to develop a proposal for the Australian Government to introduce a statutory RD&E levy and strongly references publications of relevance, along with a number of case studies that showcase industries considering the levy journey.
