This report sets out to examine both the intellectual underpinnings of national competition policy and some of their practical implications for rural and regional Australia. It comes at an appropriate time. National Competition Policy has been the subject of inquiries both by the Productivity Commission and the Parliament and is scheduled for a review in the year 2000. We hope that this study will be seen as making a worthwhile initial contribution to ensuring that rural and regional Australia are equipped to participate in the processes of national competition policy.
