Questions that are being addressed include whether market power is increasing or decreasing as a result of changes in the structure and management of the food chain, and how various parties (farmers and consumers in particular) are affected. Public concern about the issue is evidenced by the Joint Select Committee on the Retailing Sector which reported in 1999. The structure of food retailing and the agricultural marketing board system also received attention in the 1999 Productivity Commission report on the impacts of National Competition Policy on rural and regional Australia.
