Summary
Prepare a Discussion/Information paper to further inform industry interests of the context, benefits and options for establishing a statutory horse industry R&D levy.
It is anticipated that the Paper will be used initially to demonstrate to the RIRDC Board that the horse industry is moving forward in developing a statutory levy with much of the material subsequently used for the broader industry discussions and the eventual submission to the Government.

Objective Summary
In supporting industry consideration and development of a statutory horse R&D levy it is proposed that a Discussion/Information Paper be prepared.
The purpose of the Paper is to further inform industry interests of the context, benefits and options for establishing a statutory horse industry R&D levy. It is anticipated that the Paper will be used initially to demonstrate to the RIRDC Board that the horse industry is moving forward in developing a statutory levy. In that process it will be used to inform key industry stakeholders of the issues and options, the processes required and, with stakeholders support, develop a realistic pathway for developing a proposal to submit to the Australian Government.
It is anticipated that much of the analysis in the Paper will be able to be subsequently used for the broader industry discussions and the eventual submission to the Government.
