Summary

AgriFutures Program RD&E plans guide investment decisions and ensuring that investment remains industry demand driven. AgriFutures undertakes systematic reviews of investments against the RD&E Plans to determine the economic impact of investments and inform the ongoing delivery and development of the Plans.

This project will conduct an independent economic impact assessment of the Tea Tree Oil Program RD&E Plan 2018–2022 and the Honey Bee & Pollination Program RD&E Plan 2020-2025.

The approach will follow the CRRDC Impact Assessment Guidelines and Procedures and will include both qualitative and quantitative approaches. The general approach will be to conduct a representative random sample of projects for each RD&E Plan. For each sampled project the objectives, activities, outputs, outcomes and impacts (the pathway to impact) will be identified and described. Cost-benefit analysis will be undertaken to quantify the impacts for each sampled project, which will be aggregated to provide an estimate of the total RD&E Plan impact. Sensitivity testing will investigate the drivers and potential variation of the baseline impact.

Ag Econ have a strong background in evaluation and impact assessment across a wide range of agricultural industries. This is informed by the Ag Econ partners’ experience owning and operating farm enterprises, providing a practical understanding into agricultural RD&E that is fundamental to robust and insightful impact assessment. Ag Econ has built on the CRRDC Guidelines and Procedures to identify not just “what was the impact?” but also to understand “what drove the impact?” and “what does this mean for future RD&E?”.
